Barbès, an area in northern Paris with many immigrants from Africa, was originally rendered as a black condom standing boldly in front of an amalgam of mostly African flags, but it "was viewed as potentially racist," Mr. Henry said. A new design was inserted using the red and white checks of Tati, the large retail store that dominates the neighborhood.
